Part of its significance can be found in the words of the most universal of Cubans, José Martí, when he wrote in the Mexican newspaper El Partido Liberal, "That is the root, and that is the salt, of liberty: the municipality."
This book analyzes the importance and significance of the municipality as a nexus of the political histories of the Hispanic American world between 1812 and 1917. To this end, the author has studied the city councils of Havana and Guadalajara (Mexico) as observatories of a shared institutional past, during the revolutionary processes of independence, the formation of republics, and the definition of their forms of government. These experiences transcended national borders and succeeded in fostering new expectations and local futures.
